‘I Want to Reach Out to Remote Villages’

1337663749 66 ‘I want to reach out to remote villages’

For Alex Paul Menon, staying clear of the media glare has become a challenge even as he recovers from the trauma of being kidnapped and detained in the jungles by Maoists. Undeterred by the sensational abduction, the 2006-batch IAS officer is determined to carry forward his mission of steering Sukma district towards achieving self-sufficiency on respective fronts, including agriculture, feed security and health care.

Though he parried questions on the kidnap episode, Mr. Menon spoke of the ongoing development programmes in Sukma, the new district that was carved out from the strife-torn Dantewada in Chattisgarh in January this year.

Basic amenities

The district administration proposes to reach out to scores of remote tribal villages — even in the Konta Block, considered by Maoists as their “liberated zone” — and provide basic amenities such as drinking water, necessary health centres and residential schools. This was perchance seen by the Maoists as a threat to their relevance in the area.

Taking time off for the duration of his short visit to Chennai, the 32-year-old Collector spoke to The Hindu on his ambitious projects for Sukma. With a meagre staff of 16 members, the district administration started functioning as a normal Collectorate and identified it is priority areas. The conception of e-governance was in place from day one, with the staff getting computers and a low-cost Hindi operating scheme called ‘Brahmi.’

To commence with, the focus was on the ‘student-tracking system’ a novel scheme to invent residential schools to enrol children, including dropouts, under the ‘Sarva Siksha Abhiyaan’. The system was introduced to monitor the enrolment status — enrol the students in crucial schools and keep track of them till they passed out of 12th Standard.

“We are not attempting to fight the Maoists but only attempting to fetch a lot of development in very remote, inaccessible areas. The scheme is fundamentally to create more residential schools where we may monitor the well-being of children in terms of education and nutritional standards. All the community schools in interior areas were dismantled by Maoists because they dire that the police might take shelter in pucca buildings. Though they are okay with the idea of schools, they are very firm that there ought to be no concrete roof in the structures,” Mr. Menon said.

Community schools

With the support of UNICEF volunteers, 122 places were identified for reopening community schools. Though there is only a jungle track to connect most of these places, officials were attempting to reach out and raise structures. “Another problem in community schools is that the teachers will have to travel when it comes to 30 km to reach the school and return after work. They cannot stay there… there is no electricity, shops, etc.,” he said.

As portion of the initiative, Sukma has appointed ‘Anudheshaks’, boys who have passed out of 12th standard, to crusade and counsel for enrolment of students in remote locations. “We have appointed one Anudheshak for each 40 students and we recompense them a salary of Rs. 4,000 a month. Their occupation will be to talk to parents on the gains of schools and likewise instruct the children in their local language like Gondi, Dhorla, Koya and Halba. This system has evoked a good response.”

Explaining that there was scarcely any facility in the so-called liberated zones, he said development actions would go on irrespective of whether the areas were beneath control or not. “We are just moving on with our schemes. Most of the community schools are coming up in Maoist stronghold areas…the only buildings in such areas are smaraks, or memorial pillars. Our idea is to give rise to basic infrastructure to address abject poverty and malnutrition,” Mr. Menon said.

Another programme was to tell apart the beneficiaries of the ‘van adhikar patta’ or ‘forest rights patta’. Tribals or traditionalisti forest-dwellers who occupied the land before 2005 for the intention of agriculture were given rights on 10-acre land each. Seven thousand families, including numerous in Maoist-controlled areas, have benefitted by the scheme. These beneficiaries were also sanctioned houses under the ‘Indira Awas Yojana’. The development package christened ‘Total Convergence Plan’ includes roads, public transport, healthcare, potable water and involvement of tribals in progressed farming and income-generating activenesses underneath the aegis of Central/State welfare programmes with the Mahatma Gandhi National Rural Employment Guarantee Scheme as the base.

Recollecting his fundamental interaction with the Maoists while in their custody, Mr. Menon said: “They are open to the idea of borewells. Since heavy vehicles can not traverse through the jungle tracks, they want them to enter thru Andhra Pradesh. Maoists also want revival of essential health centres. Since there is no power and other facilities, doctors are reluctant to go [to such areas]. We closed down at least half-a-dozen functional PHCs because of these problems. Now, attempts are on to introduce mobile PHCs by roping in doctors with the support of Red Cross.”

Opening up of more fair-price price shops mitigated the burden for womenfolk who were walking 30 km to gather their rations. The project to reach out and deliver rations almost at the doorstep was well cherished by the people. “We relaxed eligibility conditions in the ‘Antyodhaya Anna Yojana’ and enrolled in regards to 9,000 families… each will get 35 kg of rice each month at Rs. 2 per kg underneath the scheme.”

In a bid to connect with the people, a system called ‘Sabari Express’ was launched, underneath which educated youth with driving licences would be given a 32-seater bus with a good subsidy and soft loan. At least 22 routes in the main land and forest areas were identified for these vehicles to ply.

Asked whether the Maoists were conscious of the development programmes in Sukma district, Mr. Menon replied in the negative, saying that they scarcely knew anything happening outside.

During his 12-day stay with the Maoists, he said there was no access to any information. “Since there was no TV or newspaper, I was not conscious of what was happening around. On the 10th day, I refused to eat if they did not give me at least a radio… and they gave me one. The last two days in custody, I was listening to All India Radio and BBC [Hindi].”

Mr. Menon signed off with at least one interesting bit of info — he had taught the Maoists to make ‘rotis’. “They gave me feed that tasted very bad. After a week, I started cooking. I made ‘rotis’ and ‘sabji’, which they likewise liked. I took a great deal of classes on making ‘rotis’. As the quality of rice was so bad, I got to know the ration shop from where it was bought. Action will be taken to improve the quality of rice…”

On whether the Maoists tried to subject him to a heap of kind of indoctrination of their ideology, the Sukma Collector said they did give him numerous bulletins and magazines. “When I contradicted their views and raised questions backed by facts, there would be no answers…”

With the assistance of Auroville Foundation, a GPS/GIS-based town-plan has been formulated in the district to build infrastructure over 675 acres of land. The facilities sanctioned include a composite Collectorate complex, government hospital, district library, science centre and mini-stadium.

Peugeot 208 R2 Rally Spec Gets Detailed

1337625019 22 Peugeot 208 R2 rally spec gets detailed

Posted on 8 May 2012 at 15:26

Peugeot has freed details of the firstborn of it is planned trio of 208-evolved contest cars, the 208 R2.

Due for a formal unveiling as the ‘zero’ car on the Tour de Corse in France later this month, the 208 R2 is designed as an lowpriced competitory rally-spec vehicle. When the vehicle launches, it will replace the company’s existent 207 RC Rallye.

The 208 R2 features compact styling with short overhangs and a flowing transition among the bonnet and windscreen pillars, while a new signature front end provides a more modern feline-inspired appearance.

Compared to the 207 it replaces, the 208′s bodyshell is around 40kg lighter while a longer wheelbase ensures bettered stability and a lower centre of gravity to boost the vehicle’s road-holding capablenesses – an indispensable feature in a competition-class rally car.

Despite the scaled down weight, safety hasn’t been sacrificed: the 208 R2 boasts a strengthened shell with a multi-point welded roll cage – a new manufacturing routine which Peugeot claims is a major step forward in safety equated to rival roll cage design.

The 208 R2′s engine is brand-new to the company’s line-up, a naturally-aspirated 1600cc engine based on the existent 1.6 VTi available for the 208 road car. “For the contest version of this engine, we started from a clean sheet of paper and achieved the 185hp specified in the brief. At the same time, we succeeded in sustaining the low fuel consumption and CO2 emissions that are features of the basi engine”, boasted product conductor Xavier Peugeot at the launch.

“This exceedingly innovative powerplant comes with variable valve timing (VVT) for the intake and exhaust. The Group R regulatings specify that the valves will have to be of the same size as those of the ordinary engine. Like it is air intake dimensions, the 1.6 VTi’s valves are littler than those of the former 1.6 unit. The main constituents which influence performance in the case of a normally-aspirated engine are it is valves and intake, so we worked closely with Sodemo to make our new engine driver-friendly by focusing on flexibleness rather than on peak power which oftentimes goes unused in rallying. We achieved this thanks to the use of VVT. The 208 R2 kits will be sold with the engine built, run-in and checked on the dyno.”

The gravel and asphalt versions of the 208 R2 will be made available in kit form for around £30,500, Peugeot has confirmed, including a fully-built engine. Those who prefer something a little less hands-on will likewise be capable to buy the vehicle pre-built for around £46,700. Kits will be available to convert the gravel version to asphalt, and vice-versa. All models are expected to be available in November.

‘Me and My Remote-Controlled Toy Bus’

1337589039 34 ‘Me And My Remote Controlled Toy Bus’Share

GONE are the days when certificates took a pride of place on the corridors of academic achievements. The special importance and significance now is on how much practical noesis garnered by an individual, having gone through a formal or informal education experience.

Records have it that when Japan started it is technical development strategies, the then government in power sent a good deal of scholars to the United States of America (USA), for training, warning them to come back with practical  cognition in engineering and not mere certificates.

In like manner, it is advisable to recognise the cognitive abilities in a child in the on-going education reform routine in Nigeria. This is because there are galore children, who, even though poor academically, are very sound in the areas of  art work and other originative activities.

However, some schools in the country have made provisions for the development of the cognitive abilities of students, with a heap of training facilities and  programmes  put in place to create their innate talents. One of  such schools is Starlite College, Ibadan, Oyo State.

The Proprietress of the college, Mrs Oluremilekun Alade, asserted that finish education is required to see to it the relevance of  a child in the society.

According to her, the college has the resourcefulness to build future Nigerian leaders  with a mission to celebrate the greatness of each child in the school.

“We have a mission statement which we inculcate in each child to prepare him or her for total education process. The mission statement is: I am; I ought and I can. The mission statement prepares a child to be self-confident, conscious of his amount of energy and abilities, in order to make a divergence in his or her prompt environment. We train a child to be inquisitive, task his or her  brain to fabricate new things with little or no teachers’ influence,” she said.

Recently, one of the students of the college, Master Solomon Oyewole Oroye, gathered a remote-controlled toy bus for the college. During the week, Solomon spoke with Whizzkidz, on how he conceived the idea and the challenges encountered for the duration of the process.

According to him, he started manufacturing toys when he was in indispensable school, and  by the time he got to the college, he had invented a lot of toys that a child could play with.

“I started with meaningless things and later grew to constructing significant things. Initially, I was formulating aeroplanes but  later changed to toy cars, using batteries to power them. However, the car could only move forward but not backwards. I was not satisfied with the product. This is because I knew that a normal car ought to be capable to move forward and backward. Then, I started thinking on how I could put a reverse gear to the car.

“One day, I was looking at a movie, and at the end, the operator pressed the remote control to eject the disc.  I noticed that the disc came out and returned to replay the again. It then occurred to me that if something could fetch out the disc from the machine and likewise return it, it may also serve to take my toy bus forward and backward as well.

“The next day, I went to the market to buy the DVD machine rotor and  fixed it into my toy bus and it worked.I became happy. My joy with regards to this accomplishment is that my basi toy car could only move forward,  but now, I built a toy bus that may move forward and backward with a remote control,” he said.

Solomon called on the government to encourage  potential young engineers  in the country, with the institution of a young engineers’ training centres. According to him, there are better young students; male and female, disseminate throughout schools in the country that are  academically sound. He also advised pupils in crucial schools to get started creating something from meaningless things, saying that one day, they would graduate into producing  significant things.

He also commended the proprietress of the college, the indispensable and his teachers for their encouragement.

Describing Solomon as a responsive student and a potential great engineer in the country , the proprietress, Mrs Alade, appealed to the government to know and promote the originative abilities in students. According to her, there are a good deal of children endowed with originative abilities, and they too will have to be recognised in the society.

“Certificates, theory-based academic excellency often times adds no value to  national development, like originative skills’’, she said.

Scofield

1337535912 27 Scofield

I don’t believe in basi sin, but I think I believe in firstborn jealousy. I reached this decision after two little boys visited our house at the same time: 3-year-old grandson Jasper and 1-year-old great-grandson Roman (or Charlie, as we’ve nicknamed him).

It was more comfortable when Charlie/Roman was just a little baby who smiled and burbled at his older cousin. Now it’s getting harder. Charlie is old sufficient to want to creep around after Jasper, grabbing the toy he was mesmerized in, knocking down the Lincoln Log cabin just before the roof was in place.

The introductory few times this kind of thing happened, Jasper said, with decreasing longanimity each time, “No, Roman.” “I was using that, Roman.” “You’re not supposed to grab, Roman.” Then, frustrated, he yelled in Roman’s face, just when it comes to scaring him out of his diaper.

Roman cried in fear, his mama picked him up to ease him, and Jasper’s mama took him isolated for a little talk.

“Roman’s just a baby, Jasper,” she said. “You’re not supposed to yell at babies and scare them. You have to use your words.”

“But, Mama,” Jasper explained, “Roman doesn’t grasp words.”

Perfectly reasonable to a 3-year-old. Not so much so for the 1-year-old.

At the last visit, upon arrival, Roman’s daddy set him down inside the front door. Jasper cried “Roman!” and ran toward him at full speed. I doubt I was the only adult keeping my breath. But Jasper screeched to a stop inches from the baby, leaned in and gave him a kiss. Why is the camera always on a shelf in the bedroom at a time like this?

Jasper had evidently been briefed on how to act with a much littler child, and he tried admirably. Besides, it has to be flattering to have a little shadow following you around, attempting to do the grownup things you do.

Charlie/Roman, on the other hand, became acquainted with the green-eyed monster.

You wouldn’t think a 1-year-old’s life experiences would give him a frame of reference for jealousy. Surrounded by adults who dote on them, neither little boy has ever been short-changed for attention or affection.

But each time he saw Jasper on my lap, Charlie hurried over, lifted his arms, and said “Up! Up!” God gave grandmas and great-grandmas two knees for a reason. There was room for both of them.

Except at the computer. Evidently Charlie considers this position his own sacred place, not to be shared. He loves the folder of pictures I scanned from the Celestial Seasons Tea Factory souvenir book we brought back from a trip assorted years ago. It has teddy bears sipping tea by the fireplace, cuddling in blankets, picking berries and paddling boats down blueberry creeks. Charlie anticipates each page and has the suitable responses: blows on pretend hot tea; smacks “num-num” when we eat pretend berries; whispers “Hot! Hot!” at the pretend fireplace.

Every time Charlie saw Jasper sitting on my lap watching YouTube demonstrations when it comes to how chewing gum is made or pretzels are twisted, the green-eyed monster emerged full-blown. He rushed over and to the standard “Up! Up!” he added “Gi-Gi! Gi-Gi!” (his name for me, great-grandma). I made room for him on the other knee, but at his sacred looking at station, one knee wasn’t enough. A 1-year-old isn’t strong sufficient to shove a 3-year-old off a lap, but he didn’t fail for lack of trying!

This might explain why Jasper enjoyed it so much when the grownups suggested putting his new construction site, with remote-controlled truck, elevator and loading ramp, on the dining room table where Charlie couldn’t reach it. It’s one thing to try to part nobly, but there’s much more gratification in being noble and then receiving permission for selfishness.

Near the end of the day, Jasper asked me frankly, “Charlie stays a long time, doesn’t he?”

For dinner I made taco salad, a bestloved dish of Charlie’s mom, our granddaughter Caity, so when she arrived after school to pick up her boy, we invited her to call her husband over and have dinner. By this time, hunger and tiredness was doing a number on Charlie’s normally cheerful disposition.

“Boy, Charlie sure cries a lot,” Jasper remarked conversationally.

Two years is a huge age divergence when you’re a kid. They’ll in all probability be good buddies when they’re much older. They did receive pleasure from a bath together, and snacking on a box of gluten-free animal crackers. They both liked slipping Charlie’s dog, Zeus, leftovers from the lunch table. But I think it’ll be a long time before we see two little cousins playing Chutes and Ladders together, or making roads for Matchbox cars in the dirt pile in the back yard.

I’m sure the green-eyed monster will wither and die when the boys outgrow observing computer shows from a grandmotherly lap. In the meantime, I have to confess I sort of receive pleasure from having two handsome young men vie for my attention. It hasn’t happened since high school!
